NECRA document outlining the basic principles of the Survival Cell System.
The Survival Cell System was developed by scientists working under the guidance of NECRA'. Designed to maximize the probability of human survival in the event of the complete collapse of organized government or authority, it depends on a competitive structure which encourages NE'CRA operatives to focus on keeping small groups of survivors alive.
NECRA operatives were sealed into secure locations with sufficient supplies for an effectively indefinite period of time. These dedicated and highly-trained personnel have been instructed to do whatever it takes to further the causes of the citizens they control.
Simulations showed that this was the most effective way to prevent an Infection Cascade Effect, and to ensure that limited resources would be exploited under almost impossible circumstances.
